Queen Street Phase One

Queen Street is the heartbeat of Sault Ste. Marie. It’s a destination for entertainment, culture, and retail activities. Recent successes like the Downtown Plaza and Soo Market have showcased its potential.

As a community, our last investment in Queen Street is believed to have been more than four decades ago, and since that time, a lot has changed, and downtown trends have evolved.
 
As a result of public open houses and community feedback, conceptual drawings for Queen Street promise a fresh new look, which was recently achieved with Bay Street and has since been well-received by the community. Enhanced accessibility, wider lanes, inviting boulevards, updated street lighting, trees, and patio spaces.
 
While most of us are excited about the Queen Street project, there will be some temporary construction impacts. We are committed to communicating any disruptions and informing the public of the details so that we can all plan accordingly. Continue to visit this page for updates on the project.

During the last week, the Contractor has undertaken the following activities:

Elgin to East

  • Completed final pavement markings on surface asphalt throughout limits.

Brock to East

  • Completed installation of unit pavers in boulevard on south side and some jointing sand.
  • Completed tree grates and planter in south boulevard.
  • Removed temporary fencing and started cleaning up site.

Proposed Activities

This week the Contractor is proposing to undertake the following this week:

Elgin to Brock

  • Complete deficiencies.

Brock to East

  • Complete boulevard restoration on Brock.
  • Complete jointing sand in unit paver boulevard.
  • Plant remaining trees (subject to receipt from supplier).
  • Install remaining furnishings
  • Install remaining banner arms on light poles.
  • Remove traffic control barrels and reopen Queen to two-lanes.
  • Complete final clean-up and demobilize from the site.

Impacts

Queen Street will be fully reopened to two lanes of traffic by Friday, September 26.

Minor construction activities may continue beyond this week, such as tree planting and banner arm installation, which could require brief, localized lane closures during daytime hours.

City crews will be on site over the coming weeks to complete pavement marking symbols and installation of signage, bus shelters, pay-and-display parking units and other related work.

During the last week, the Contractor has undertaken the following activities:

Brock to East

  • Continued with installation of unit pavers in boulevard on south side.
  • Installed tree grates and installation of last planter in south boulevard.
  • Completed final paving of Queen Street and parking bays on both sides of Queen.
  • Completed some line painting on surface asphalt. 

Proposed Activities

This week the Contractor is proposing to undertake the following activities:

Elgin to Brock

  • Place pavement markings and lines on surface asphalt.

Brock to East

  • Complete installation of unit pavers in south boulevard, pending weather conditions.
  • Complete tree grates and planter in south boulevard.
  • Place pavement markings and lines on surface asphalt.

Impacts

  • Queen Street will be reduced to one lane at various locations and times until all work is completed between Elgin and East. As of July 2nd, the south lane is closed between Brock and East with traffic diverted to the north lane.  Queen Street will be closed between Brock Street and Spring Street and between Spring Street and March Street from 6:00 p.m. Monday, September 15th to 7:00 a.m. Tuesday, September 16th.  The closure is necessary to allow line painting to be done in this area.
  • For the new work between Brock and East, it will be staged similarly to last year’s work, with the north side generally being completed first before moving to the south side. Once the hard surfaces (like concrete and unit pavers) are removed, temporary walkways will be set up to allow access to businesses. If a walkway needs to be closed, the Contractor will coordinate with the businesses to determine the best timing and provide alternative access whenever possible.  Concrete sidewalk is complete on both sides and remaining work is limited to the south boulevard which is fenced off from the sidewalk until completion.

Notice: Temporary Road Closure – Queen Street from East Street to Brock Street

Queen Street will be fully closed between East Street and Brock Street for 1 day on Monday, September 8.  The closure is necessary to allow placement of the final asphalt surface course as the wet weather prevented completion this past week.

    • Completed placement of asphalt in boulevard at East Street.

Once the hard surfaces (like concrete and unit pavers) are removed, temporary walkways will be set up to allow access to businesses. Notice: Temporary Road Closure – Queen Street from East Street to Brock Street

Queen Street from East Street to Brock Street will be closed for three days beginning Tuesday, September 2, 2025. This closure is required to facilitate the final lift of paving in the area.  

The sidewalk will remain open. Motorists and pedestrians are advised to be cautious in the area and obey all signage.

  • Place jointing sand in recently installed pavers near Brock.

  • Continue with installation of unit pavers in boulevard area towards East.

  • Continue with construction of tree soil cells.
  • Work on upgrades of storm sewer including catch basins, drains etc.
  • Commence work on electrical ducts for new street lighting.

Impacts
 
  • Queen Street will be reduced to one lane at various locations and times until all work is completed between Elgin and East. Starting the week of April 28th, the south lane closure will include the block between Elgin and Brock.
  • With the concrete sidewalk and most of the work finished between Elgin and Brock, except for the boulevard work between Brock and Spring on the south side, disruptions and access to businesses in these areas should be minimized.
  • For the new work between Brock and East, it will be staged similarly to last year’s work, with the north side generally being completed first before moving to the south side. Once the hard surfaces (like concrete and unit pavers) are removed, temporary walkways will be set up to allow access to businesses. If a walkway needs to be closed, the Contractor will coordinate with the businesses to determine the best timing and provide alternative access whenever possible.

To prepare for the resumption of work on the Queen Street Phase 1 project, the Contractor has been securing additional materials and organizing manpower and equipment to commence on-site work the week of April 21st.  In addition to preparing to complete the remaining work between Elgin and Brock, the Contractor is also making arrangements for the additional upgrades to be done between Brock and East, as approved and directed by the City.    
 
Proposed Activities

  • Coordinating pre-construction building survey (Brock to East)
  • Setting up traffic control for lane closures (Elgin to Spring).

2024 Progress

September – December

The Queen Street improvement project is nearing completion for this season, and final adjustments to traffic control measures will be implemented shortly. This includes the following:
 
Spring street and Queen street
 
  • The temporary all-way stop will be removed
  • A new Pedestrian Crossover (PXO) will be installed
  • The intersection will transition to a two-way stop, with Spring Street controlled by a stop sign and Queen Street maintaining the right-of-way

Brock Street and Queen Street
 
  • The temporary all-way stop will be removed
  • Traffic signals at this intersection will be activated to regulate traffic flow
 
Motorists and pedestrians are advised to approach these intersections with caution. The City of Sault Ste. Marie thanks its citizens for their patience and cooperation throughout this construction project. With seasonal work now complete, updates will resume in the spring when construction resumes.

• Demobilize equipment and materials from the site and complete final clean-up.

• The Contractor will complete the boulevard work (i.e. unit pavers, planters etc.) between Spring and Brock on the south side commencing early in the spring.  Impacts to the businesses in this area should be minimal.

  • There may be occasional short-term closures of Queen Street and its side streets.  Advance notification will be provided for any closures.
  • There are no further planned water outages.
 
Schedule
 
  • The final lift of asphalt has been completed from east side of Spring to Elgin.  The remaining asphalt binder courses between Brock and Spring will be done this week, with the final lift of asphalt scheduled for next week.

  • On the north side of Queen, all boulevard area work is completed except for plantings and street furnishings, which are scheduled for next spring. 
  • On the south side of Queen, the remaining work includes unit pavers and planters.  This work is ongoing and is scheduled to be completed between Spring and Elgin by late November.  The installation of the unit pavers and planters between Spring and Brock has been delayed until next spring and in the interim the boulevard will be paved.

  • As of October 5, 2024, Queen Street has been opened to one lane of traffic throughout the limits to Elgin Street.
  • With traffic now diverted to the north side between March and west side of Brock, the Contractor will be continuing removals of the hard surfaces (such as concrete & unit pavers) along the businesses on the south side between Spring and Brock.  Temporary walkways will be provided along the buildings to access the businesses.  If there’s a need to close a walkway, the Contractor will coordinate with the businesses to determine best timing and the provide alternative access whenever feasible.
  • During the construction process, Queen Street will be reduced to a single lane of traffic while the Contractor works on half of Queen Street at a time.  
  • There may be occasional short-term closures of Queen Street and its side streets.  Advance notification will be provided for any closures.
  • There are no further planned water outages.

  • Queen Street vehicular traffic is scheduled to be diverted to the north side of Queen as of the end of week to allow work to commence on the south side. The diversion may be done in stages. 
  • Queen Street between March and Elgin is CLOSED as of Monday, August 26th for a period of six (6) weeks to complete the replacement of the u/g sanitary sewer, watermains and appurtenances.
  • The Contractor has completed much of the work on the new concrete sidewalk between March to Brock except at new pole locations and at intersections where temporary platforms/ramps have been provided.  Pedestrians have been diverted to new concrete sidewalk.

Pouring Of Concrete Sidewalk Between March St and Spring St:

Beginning Wednesday, July 17 at 7:00AM crews will begin installing the sidewalk form on the “Work” side of the construction fencing – This will not effect access.

  • Beginning Monday, May 27, 2024, Queen Street will be reduced to one lane between Spring Street and March Street to accommodate construction.
  • While the lane reduction is in effect, the sidewalk on the north side of Queen Street will remain open for patrons visiting local businesses. Those needing access beyond this block should use the sidewalk on the South side.
  • Traffic signals at the intersection of Spring Street and Queen Street will be removed and replaced with stop signs. These signals will not be reinstalled. Instead, a pedestrian crossover (PXO) with stop control on Spring Street will be constructed on Queen Street. 
  • Transit users should note that the bus stop located just east of Spring Street will be temporarily removed. Other bus stops on Queen Street will be available.

  • The improvements include replacing the asphalt roadway surface, curbs, boulevard, sidewalk, street lighting, and portions of the stormwater collection system along with the streetscape amenities such as landscaping and furnishings. 
  • Work on the site will begin the week of May 27, 2024. Substantial completion is expected by late fall 2024 with some work extending into 2025 depending on final project limits. 
  • Walkways along Queen Street may become inaccessible. The Contractor has been directed to minimize the duration of any closures and to collaborate with the business owners to provide alternative temporary access, where possible.
  • Queen Street and area business and property owners, together with tenants, are invited to attend a Public Open House on Thursday, Mav 23 from 4 to 6 p.m. at the Civic Centre in the Russ Ramsay Room.

  • Avery Construction Limited has been awarded the contract for this project.
  • To meet the $6M budget allocated by Council, the current project limits are from Elgin Street to Brock Street. 
  • The City has applied for additional funds through the NOHFC and if successful, the project limits will be extended to Elgin Street to East Street. 
  • Underground services including sanitary sewers and watermains will be replaced between Elgin Street and March Street. This work will necessitate a full closure of Queen between Elgin and March for six (6) weeks.
