Queen Street Improvements: September 9, 2024

Progress
 
During the last week, the Contractor has completed the following activities:
 
Elgin to March (north side)
  • Continued with installation of new watermain towards Elgin.
  • Commenced with installation of new sanitary sewer from Civic 444 toward Elgin.
  • Constructed soil cell near Civic 458.
 
March to Spring (north side)
  • Continued with installation of unit pavers in boulevard.
  • Completed wiring for new street light poles.
  • Diverted traffic to south side of Queen
 
Spring to Brock (north side)
  • Poured concrete curbs and pedestrian ramps at NW and NE corner of Brock. 
  • Completed paving within the north side of the Brock intersection.
  • Commenced with installation of precast concrete block retaining walls for planters.
  • Completed wiring for new street light poles.
  • Diverted traffic to south side of Queen up to west side of Brock.
 
Proposed Activities
 
This week the Contractor is proposing to undertake the following activities:
 
Elgin to March
  • Continue with installation of new watermain and sanitary sewer towards Elgin.
  • Complete backfilling and restoration of roadway behind pipe operations. 
 
March to Spring
North side
  • Complete installation of remaining unit pavers in boulevard.
  • Energize new street lighting from a temporary supply.
South side
  • Commence with removals of hard surfaces (pavers, curb, asphalt etc.) from March towards Spring.
  • Construct temporary walkway and install fencing.
  • Commence with soil cells.
 
Spring to East of Brock (north side)
  • Complete concrete sidewalk on NW and NE corners of Brock.
  • Commence with installation of unit pavers and continue with precast retaining wall for planters.
  • Energize new street lighting from a temporary supply.
 
Impacts
 
  • With traffic now diverted to the north side between March and west side of Brock, the Contractor will be undertaking removals of the hard surfaces (such as concrete & unit pavers) along the businesses on the south side commencing from March Street and working towards Brock.  Temporary walkway will be provided along the buildings to access the businesses.  If there’s a need to close a walkway, the Contractor will coordinate with the businesses to determine best timing and the provide alternative access whenever feasible.
  • Queen Street between March and Elgin is CLOSED as of Monday, August 26th for a period of six (6) weeks to complete the replacement of the u/g sanitary sewer, watermains and appurtenances.
  • During the construction process, Queen Street will be reduced to a single lane of traffic while the Contractor works on half of Queen Street at a time.  
  • There may be occasional short-term closures of Queen Street and its side streets.  Advance notification will be provided for any closures.
  • Scheduled short-term outages of the water supply may occur during completion of upgrades to the water distribution system.  Advance notice will be given before any work-related outages. 
 
Schedule
 
  • The work on Queen Street between Elgin Street and Brock Street commenced from March Street and will continue towards Brock Street along the north side before diverting to south side.  As of September 9th, the work has commenced on the south side from March Street and will continue towards Brock Street.
  • The work between March and Elgin has commenced week of August 6th with the closure of Queen commencing as of August 26, 2024 for 6-weeks until early October. 
  • The work is scheduled to be Substantially completed late this fall with some work extending into 2025 depending upon on the final project limits.
  • The Contractor’s progress and schedule will be monitored closely.
 
While we understand that the construction will cause some inconvenience to the adjacent business and property owners, every effort will be made to minimize the disruptions, where possible.

During the last week, the Contractor has completed the following activities:
 
📍Elgin to March (north side)
  • Closed Queen Street between March and Elgin as of Monday, August 26th for 6 weeks.
  • Connected temporary water system for Civic No.’s 446, 454, 458 & 464.
  • Commenced with installation of new watermain, services and hydrant from March.
  • Completed sanitary sewer repair at Civic 458. 

📍March to Spring (north side)
  • Continued with installation of unit pavers in boulevard.
  • Prepared and completed paving of 1st lift of asphalt along north side of Queen.  
  • Installed new street light poles.
  • Installed bases for new power supply cabinets on March.

📍Spring to Brock (north side)
  • Poured concrete sidewalk & ramp at Spring and curb at Brock and various locations. 
  • Prepared and completed paving of 1st lift of asphalt for parking bay and north side of Queen from west side of Brock.
  • Poured concrete bases for planter retaining walls.
  • Installed new street light poles.

  • Complete power supply on Brock Street for new street lighting.

🚧Impacts🚧
 
  • Brock Street, north of Queen Street, is scheduled to be closed as of Thursday, September 5th and Friday, September 6th to complete paving work. Access will be maintained to businesses on Brock from Albert.
  • Queen Street vehicular traffic is scheduled to be diverted to the north side of Queen as of the end of week to allow work to commence on the south side. The diversion may be done in stages. 
  • Queen Street between March and Elgin is CLOSED as of Monday, August 26th for a period of six (6) weeks to complete the replacement of the u/g sanitary sewer, watermains and appurtenances.
  • The Contractor has completed much of the work on the new concrete sidewalk between March to Brock except at new pole locations and at intersections where temporary platforms/ramps have been provided.  Pedestrians have been diverted to new concrete sidewalk.
  • During the construction process, Queen Street will be reduced to a single lane of traffic and one parking lane while the Contractor works on half of Queen Street at a time.  One lane is now closed between March and Brock Street on north side.

o Set up traffic control for closure of Queen Street at March commencing Monday, March 26th for 6 weeks.

o Commenced with installation of unit pavers in boulevard.
 
Spring to Brock (north side)
o Poured concrete curb along roadway.
o Commenced with installation of new street light poles and associated wiring.
o Completed underground electrical and traffic work at the Brock intersection
 
Proposed Activities
 
This week the Contractor is proposing to undertake the following activities:
 
Elgin to March
o Close Queen Street between March and Elgin (August 26th). 
o Complete connections to temporary water system for Civic No.’s 446, 454, 458 & 464 (August 26th).
o Complete capping of existing watermain at mid-block (August 27th).
o Carry out removals of asphalt, concrete curbs etc. from March towards Elgin along south side and install temporary walkways.
o Commence with installation of new sanitary sewer and watermain from March towards Elgin.
 
March to Spring (north side)
o Continue with installation of unit pavers in boulevard.
o Prepare and complete paving of travel lane within roadway.
o Install new street light poles and associated wiring. 
o Complete power supply on March Street for new street lighting following completion of work by PUC.
 
Spring to East of Brock (north side)
o Complete concrete curbs and ramps at intersections.
o Work on new planters.  
o Prepare and complete asphalt paving within parking areas and roadway.  
o Install new street light poles and associated wiring. 
o Complete power supply on Brock Street for new street lighting following completion of work by PUC.
 
Impacts
 
Queen Street between March and Elgin will be CLOSED commencing today Monday, August 26th for a period of six (6) weeks to complete the replacement of the u/g sanitary sewer, watermains and appurtenances.
A water outage is planned for the businesses west of March along north side and post office on Tuesday, August 27th.  All impacted businesses/agencies have been notified in advance.

During the last week, the Contractor has completed the following activities:
 
Elgin to March (north side)
  • Completed cut and capping of existing watermain within the March Street intersection in preparation for new watermain.
  • Installed new electrical ducts across March Street.
 
March to Spring (north side)
  • Completed fine grading and other work on tree grates in preparation for the unit pavers.
  • Placed asphalt in parking bay.
  • Completed concrete ramp at Spring intersection.
 
Spring to Brock (north side)
  • Poured concrete parking curbs.
  • Continued with underground electrical and traffic work at the Brock intersection.
 
Proposed Activities
 
This week the Contractor is proposing to undertake the following activities:
 
Elgin to March (north side)
  • Install temporary water system for Civic No.’s 446, 454, 458 & 464.,.
  • Install electrical ducts on March to power supply.
  • Set up traffic control for closure of Queen Street at March commencing Monday, March 26th for 6 weeks.
 
March to Spring (north side)
  • Commence with installation of unit pavers in boulevard.
  • Prepare for paving of travel lane and complete paving if timing permits.
  • Commence with installation of new street light pole and new supply from March Street later in week or following week.
 
Spring to East of Brock (north side)
  • Complete pouring of concrete curbs and ramps.
  • Asphalt paving.  
  • Complete electrical work within the Brock intersection including ducts, traffic pole foundations etc. 
 
Impacts
 
  • Queen Street between March and Elgin will be CLOSED commencing Monday, August 26th for a period of six (6) weeks to complete the replacement of the u/g sanitary sewer, watermains and appurtenances.  
  • The Contractor has completed much of the work on the new concrete sidewalk between Spring to Brock except at new pole locations and at intersections where temporary platforms/ramps have been provided.  Pedestrians have been diverted to new concrete sidewalk.
  • During the construction process, Queen Street will be reduced to a single lane of traffic and one parking lane while the Contractor works on half of Queen Street at a time.  One lane is now closed between March and Brock Street on north side.
  • Once the hard surfaces (such as concrete & unit pavers) are removed, temporary walkways will be established to allow access to the businesses.  If there’s a need to close a walkway, the Contractor will coordinate with the businesses to determine best timing and the provide alternative access whenever feasible. 
  • There may be occasional short-term closures of Queen Street and its side streets.  Advance notification will be provided for any closures.
  • Scheduled short-term outages of the water supply may occur during completion of upgrades to the water distribution system.  Advance notice will be given before any work-related outages. 
 
Schedule
 
  • The work on Queen Street between Elgin Street and Brock Street commenced from March Street and will continue towards Brock Street along the north side before diverting to south side.   
  • The work between March and Elgin is scheduled to commence week of August 6th with closure of Queen scheduled to commence as of August 26, 2024 for 6-weeks. 
  • The work is scheduled to be Substantially completed late this fall with some work extending into 2025 depending upon on the final project limits.
  • The Contractor’s progress and schedule will be monitored closely.
 
While we understand that the construction will cause some inconvenience to the adjacent business and property owners, every effort will be made to minimize the disruptions, where possible.

During the last week, the Contractor has completed the following activities:
📍Elgin to March (north side)
  • Completed removals of asphalt, concrete curbs and unit pavers and installed temporary walkway between March and courthouse east entrance.
     
📍March to Spring (north side)
  • Poured new concrete barrier curb at Spring intersection.
  • Worked on grading of boulevard and parking areas.
     
📍Spring to Brock (north side)
  • Completed pouring new concrete sidewalk to Brock (except at pole locations).
  • Worked on grading of boulevard and parking areas.
  • Completed underground electrical and traffic work on northeast corner of the Brock intersection.

  • Set up traffic control for closure of March Street at Queen commencing Tuesday, March 13th for 3 days.
  • Complete cut and capping of existing watermain within the March Street intersection in preparation for new watermain.
📍March to Spring (north side)
  • Complete work on soil cells including concrete curbs for tree grates.
  • Pour concrete ramps at Spring intersection.
  • Prepare for unit pavers. 
  • Receive new street light poles and commence with installation if timing permits.
📍Spring to East of Brock (north side)
  • Pour concrete curbs for parking bays and along roadway.    
  • Continue with electrical work within the Brock intersection including ducts, traffic pole foundations etc.

  • March Street between Queen and Albert will be CLOSED commencing Tuesday, August 13th for a period of three (3) days to complete work relating on the existing watermain at the Queen intersection.  Access to the businesses on Brock between Queen and Albert will be maintained.
  • To complete cut & capping of existing watermain at March there will be a local water outage on August 14th but it will NOT impact any businesses except Civic 472 Queen.
  • The Contractor will be continuing with work on the new concrete sidewalk between Spring to Brock this week which will require rerouting of the temporary walkway to complete concrete pours.   Access will be maintained to the local businesses from temporary walkway via temporary platforms and other pedestrians walking through will be directed to the south side of Queen.   Once completed, pedestrians will be diverted to new concrete sidewalk.

Important updates: Queen Street Development July 29, 2024
 
🚧 Progress
During the last week, the Contractor has completed the following activities:
March to Spring (north side)
  • Poured new concrete sidewalk, except at new pole locations.
  • Preparing for new concrete curb at back of the parking bay. 
  • Completed underground electrical and traffic work at March and Spring intersections.
  • Spring to Brock (north side)
  • Installed new hydrant mid-block on July 23rd. 
  • Completed catch basins within the Brock intersection.  
  • Worked on installing formwork for new sidewalk.
  • Commenced with underground electrical and traffic work at Brock intersection.
     
🚧 Proposed Activities
This week the Contractor is proposing to undertake the following activities:
March to Spring (north side)
  • Pour concrete curbs. 
  • Spring to Brock (north side)
  • Complete formwork for new sidewalk in preparation for concrete pour. 
  • Pour new concrete sidewalk. 
  • Replace existing hydrant on east side of Brock (scheduled for July 29 – rescheduled from last week). 
  • Install new electrical/traffic duct across Brock, north of Queen.
     
🚧 Impacts
  • Following discussions with some of the impacted business owners, the water outage planned for last Thursday has been rescheduled for Monday, July 29 between 4:00 p.m. and 10:00 p.m.  The outage is necessary to complete hydrant replacement just east of the Brock intersection (near old RBC bank) which will impact the businesses/residences located between Brock and East.    Notices were delivered last week which will be followed up with an automated phone message from the PUC.
  • Brock Street between Queen and Albert will be CLOSED commencing Monday, July 29th at 6:00 a.m. for a period of three (3) days to allow for installation of underground ducts at the Queen intersection.  Access to the businesses on Brock between Queen and Albert will be maintained.
  • The Contractor will be continuing with work on the new concrete sidewalk between Spring to Brock this week which will require rerouting of the temporary walkway to complete concrete pours.   Access will be maintained to the local businesses from temporary walkway via temporary platforms and other pedestrians walking through will be directed to the south side of Queen.   Once completed, pedestrians will be diverted to new concrete sidewalk.
  • During the construction process, Queen Street will be reduced to a single lane of traffic and one parking lane while the Contractor works on half of Queen Street at a time.  One lane is now closed between March and Brock Street on north side.
  • Once the hard surfaces (such as concrete & unit pavers) are removed, temporary walkways will be established to allow access to the businesses.  If there’s a need to close a walkway, the Contractor will coordinate with the businesses to determine best timing and provide alternative access whenever feasible. 
  • Queen Street from Elgin to March will be fully closed for a period of six weeks commencing as of August 26, 2024. Additionally, there may be occasional short-term closures of Queen Street its side streets.  Advance notification will be provided for any closures.
  • Scheduled short-term outages of the water supply may occur during the completion of upgrades to the water distribution system.  Advance notice will be given before any work-related outages. 
     
🚧 Schedule
  • The work on Queen Street between Elgin Street and Brock Street commenced from March Street and will continue towards Brock Street along the north side before diverting to south side.   
  • The work between March and Elgin is scheduled to commence mid August with closure of Queen scheduled to commence as of August 26, 2024 for 6-weeks. 
  • The work is scheduled to be Substantially completed late this fall with some work extending into 2025, depending upon the final project limits.
  • The Contractor’s progress and schedule will be monitored closely.
  • While we understand that the construction may cause some inconvenience to the adjacent business and property owners, every effort will be made to minimize the disruptions where possible.

  • Divert pedestrians to new concrete sidewalk following curing.
  • Complete installation of electrical handholes at intersections.

  • Install formwork for new sidewalk in preparation for concrete pour. 
  • Pour new sidewalk later in week if timing permits or early the following week.

During construction, we will install temporary wooden bridges across the new sidewalk to ensure access to each door, and our staff will assist in directing patrons and residents.

  • Completed installation of new valves and decommissioning of old service on existing watermain on Monday, July 8th during planned outage.
  • Completed installation of new water service on Tuesday, July 9th and Wednesday 10th during closure of Queen Street.
  • Installed catch basin and storm leads.

Proposed Activities
 
This week the Contractor is proposing to undertake the following activities:
March to Spring (north side)
  • Complete installation of electrical handholes at intersections.
  • Complete grading for new sidewalk and boulevard area commencing July 15th.
  • Complete forming of new sidewalk and pour new concrete sidewalk if timing permits.

  • Complete installation of catch basins and storm leads at Spring and at Brock.

During the last week, the Contractor has completed the following activities:
March to Spring (north side)
  • Worked on electrical ducts for new street lighting.
 
Spring to Brock (north side)
  • Installed catch basin and storm leads.
  • Replaced existing faulty water curb boxes.
  • Excavated existing watermain at 3 locations in preparation for work planned for Monday, July 8th
  • Erected advance notice signage for planned Queen Street closure on Tuesday, July 9th and Wednesday, July 10th.  
Proposed Activities
 
This week the Contractor is proposing to undertake the following activities
March to Spring (north side)
  • Complete electrical ducts for new street lighting.
  • Prepare for concrete sidewalk.
 
Spring to Brock (north side)
  • Continue with installation of catch basins and storm leads.
  • Replace existing faulty water curb boxes.
  • Complete new valve installations and decommissioning of old service on existing watermain on Monday, July 8th during planned outage.
  • Complete installation of new water service on Tuesday, July 9th and Wednesday 10th during closure of Queen Street.
Impacts
 
There is a planned water OUTAGE for Monday, July 8th between the hours of 8:00 a.m. and 4:00 p.m. for the businesses/residents located on Queen between Spring and Brock.  The outage is necessary to complete some upgrades to the existing water distribution system as part of the Queen Street project. Notices were issued last by PUC to impacted businesses/residents advising of outage.
 
Queen Street will be CLOSED to traffic commencing on Tuesday, July 9th for 2 days to allow installation of a new water service across Queen Street. 
  • During the construction process, Queen Street will be reduced to a single lane of traffic and one parking lane while the Contractor works on half of Queen Street at a time.  One lane is now closed between March and Brock Street on north side.
  • Once the hard surfaces (such as concrete & unit pavers) are removed, temporary walkways will be established to allow access to the businesses.  If there’s a need to close a walkway, the Contractor will coordinate with the businesses to determine best timing and the provide alternative access whenever feasible. 
  • Queen Street from Elgin to March will be fully closed for a period of six weeks commencing mid-August.  Additionally, there may be occasional short-term closures of Queen Street its side streets.  Advance notification will be provided for any closures.
  • Scheduled short-term outages of the water supply may occur during completion of upgrades to the water distribution system.  Advance notice will be given before any work-related outages. 
Schedule
 
  • The work on Queen Street between Elgin Street and Brock Street commenced from March Street and will continue towards Brock Street along the north side before diverting to south side and working back towards March Street.   
  • The work between March and Elgin is tentatively scheduled to commence early August with the 6-week closure of Queen tentatively scheduled for mid to later August.
  • The work is scheduled to be Substantially completed late this fall with some work extending into 2025 depending upon on the final project limits.
  • The Contractor’s progress and schedule will be monitored closely.

Queen Street Improvements Project: Upcoming Road Closure and Water Outage 
Attention residents and businesses: As part of our ongoing Queen Street Improvements Project, please be advised of the following:
 
Monday, July 8
8 a.m. - 4 p.m.
We will be performing a water outage to decommission an old water service. The road will remain open during this time. Affected customers will be individually notified by PUC.
 
Tuesday, July 9
Starting at 6 a.m. for a period of 2 days
 
Queen Street will be CLOSED between Brock Street and Spring Street to facilitate the installation of a new water service to one of the businesses on this block. The water will not need to be turned off for this at this point.
Proper signage and notices will be distributed next week, but we wanted to give everyone a heads up in advance.

Completed repair to existing watermain which broke while removing rock for soil cell which resulted in an unplanned water outage.

  • Completed exploratory work to confirm the location of existing utilities.
  • Decommissioned and removed existing street lights on the north side.

  • Scheduled short-term outages of the water supply may occur during the completion of upgrades to the water distribution system.  Advance notice will be given before any work-related outages. 
 
Schedule
  •  The installation of the new hydrant scheduled for Tuesday, June 11 will require a shut-down of the existing water main between March and Spring to complete the connection.  The outage which will extend much of the day and will impact the businesses/residences between March and Spring who were issued Notices last week by PUC.  
  • The work on Queen Street between Elgin Street and Brock Street will commence from March Street and continue towards Brock Street along the north side before diverting to the south side and working back towards March Street.  
  • The work between March and Elgin is tentatively scheduled to commence in early August with the 6-week closure of Queen tentatively scheduled mid August.
  • The work is scheduled to be Substantially completed late this fall with some work extending into 2025 depending upon the final project limits.
  • The Contractor’s progress and schedule will be monitored closely.
June 3 to 7, 2024
During the last week, the Contractor has completed the following activities.
  • Mobilized to the site and set up a construction yard on Bay Street. 
  • Set up traffic control and closed the westbound lane on the north side between March Street and east of Spring Street. 
  • Removed traffic signals at the Queen-Spring Street intersection and installed all-way stop signs 
  • City Transit removed signs, pay, and display units within the construction area.
Proposed Activities for this week
  • Removals of unit pavers, curb, and asphalt on the north side.
  • Temporary walkway and fencing along the walkway for access to businesses.
  • Removal of street light poles on the north side within the construction area (street lighting to remain operational on the south side).
  • Exploratory work to confirm the location of existing utilities.
Impacts
  • Queen Street will be reduced to a single lane of traffic and one parking lane while the Contractor works on half of Queen Street at a time. One lane is closed between March Street and Spring Street on the north side.
  • Queen Street from Elgin Street to March Street will be fully closed for a period of six weeks commencing mid-August. Additionally, there may be occasional short-term closures of Queen Street and side streets. Advance notification will be provided for any closures.

  • Commencing with removals (i.e. street lighting poles).

May 23, 2024
  • Beginning Monday, May 27, 2024, Queen Street will be reduced to one lane between Spring Street and March Street to accommodate construction.
  • While the lane reduction is in effect, the sidewalk on the north side of Queen Street will remain open for patrons visiting local businesses. Those needing access beyond this block should use the sidewalk on the South side.
  • Traffic signals at the intersection of Spring Street and Queen Street will be removed and replaced with stop signs. These signals will not be reinstalled. Instead, a pedestrian crossover (PXO) with stop control on Spring Street will be constructed on Queen Street. 
  • Transit users should note that the bus stop located just east of Spring Street will be temporarily removed. Other bus stops on Queen Street will be available.
May 8, 2024
  • The improvements include replacing the asphalt roadway surface, curbs, boulevard, sidewalk, street lighting, and portions of the stormwater collection system along with the streetscape amenities such as landscaping and furnishings. 
  • Work on the site will begin the week of May 27, 2024. Substantial completion is expected by late fall 2024 with some work extending into 2025 depending on final project limits. 
  • Walkways along Queen Street may become inaccessible. The Contractor has been directed to minimize the duration of any closures and to collaborate with the business owners to provide alternative temporary access, where possible.
  • Queen Street and area business and property owners, together with tenants, are invited to attend a Public Open House on Thursday, Mav 23 from 4 to 6 p.m. at the Civic Centre in the Russ Ramsay Room.
April 29, 2024
  • Avery Construction Limited has been awarded the contract for this project.
  • To meet the $6M budget allocated by Council, the current project limits are from Elgin Street to Brock Street. 
  • The City has applied for additional funds through the NOHFC and if successful, the project limits will be extended to Elgin Street to East Street. 
  • Underground services including sanitary sewers and watermains will be replaced between Elgin Street and March Street. This work will necessitate a full closure of Queen between Elgin and March for six (6) weeks.
  • Queen Street will be reduced to one lane of traffic and one parking lane. There will also be short-term intermittent closures of Queen and side streets.  The Contactor will provide advance notification for any closures, including signage.  The businesses and the public will also be notified through media releases.

Queen Street is the heartbeat of Sault Ste. Marie. It’s a destination for entertainment, culture, and retail activities. Recent successes like the Downtown Plaza and Soo Market have showcased its potential. 
 
As a community, our last investment in Queen Street is believed to have been more than four decades ago, and since that time, a lot has changed, and downtown trends have evolved.
 
As a result of public open houses and community feedback, conceptual drawings for Queen Street promise a fresh new look, which was recently achieved with Bay Street and has since been well-received by the community. Enhanced accessibility, wider lanes, inviting boulevards, updated street lighting, trees, and patio spaces.
 
While most of us are excited about the Queen Street project, there will be some temporary construction impacts. We are committed to communicating any disruptions and informing the public of the details so that we can all plan accordingly. Continue to visit this page for updates on the project.
