Project Update (April 2024)

The Final Class EA Report has been completed and is available for public review (see link below).  

Through the study process a number of property owner actions/improvements and several municipal capital projects have been identified to mitigate flooding risks in the study area. A “Property Owner Handout” (link provided below) has been developed to assist property owners with actions they can take to protect their properties. 

The City plans to commence implementation of some or all of the proposed municipal capital improvements on a prioritized basis as capital budgets permit.

Project Update (May 2023)

A public A public Open House was conducted on May 16, 2023 at Superior Heights Highschool.  Thank you to all that attended!  The PIC was very well attended and the project consultants and City staff engaged in discussions with numerous residents and obtained additional valuable feedback.  The Project Team will review the completed comment sheets and reassess and finalize the preferred solution which will include both property owner and City actions.  The preferred solution and a DRAFT report will be completed prior to the end of the summer with a Notice of Completion expected in the early fall.  All residents in the study area, as well as others that expressed an interest in the project, will be notified when the study has been completed.  A report will be available on the project webpage at that time.  In the meantime, we have included in the links below, the displays and drawings that were posted at the open house together with the Property Owner Handout that was also available to those in attendance.

The purpose of this communication is to update interested individuals and agencies regarding the progress of the study.

In the previous update we highlighted the alternative solutions that were being considered which included a combination of Property Owner remedial measures, City operations and maintenance enhancements and City remedial measures (ie. capital improvements) consisting of enhanced system storage and enhanced system conveyance capacity.

These alternatives have been vetted and evaluated by the project team and a preliminary preferred solution has been identified which includes a combination of these measures. The City will be hosting an Open House to share and discuss these results with interested individuals. Notice of the planned Open House is provided below and we look forward to seeing you there.

Invitation to Open House

The City plans to collect input and feedback during and following the Open House. The project team will evaluate the input and feedback received and make changes to the preliminary preferred solution as appropriate.  Once the preferred solution is confirmed the capital improvements will be ranked to ensure the proposed improvements that are most beneficial and cost effective are given a higher priority. It is anticipated that not necessarily all of the improvements will be required and the City will continue to monitor the situation over time.  

A project report will be prepared, and we anticipate the project will be completed by September, 2023. Once the report has been completed a Notice of Completion will be issued to all individuals and agencies that expressed an interest in the project and the report will be made available for comments. We look forward to seeing you at the Open House!

Project Update (August 2021)

The purpose of this communication is to update interested individuals and agencies regarding the progress of the study. At the time the study was initiated there was a need to gather as much pertinent information as possible to assist in identifying problem locations and probable causes of flooding in the study area.

Initially it was hoped there would be a reasonable amount of information and data available from City sources to assist in diagnosing and characterizing the locations and contributing factors leading to both overland and basement flooding issues.

Unfortunately, as the study evolved it became apparent that there were significant data gaps in the secondary source information which resulted in a need to spend more time gathering information and data. Furthermore, as supplemental data and information became available and was analyzed it became apparent that the problems are fairly widespread within the study area. In addition, there did not appear to be specific focal points or areas where problems were concentrated.

Despite these challenges there has been significant progress in defining the problem to be addressed and there has been considerable effort expended in developing wastewater and stormwater collection models to assist in developing alternative solutions to mitigate the problems.

This project is being planned under the Municipal Class Environmental Assessment Process (Class EA process). The Class EA process includes identification of problems and opportunities, evaluation of alternative solutions and designs, stakeholder consultation, assessment of potential effects on the environment and identification of reasonable measures to mitigate adverse effects.

Public and external agency consultation is a key component of this Study.  The project team has initiated project activities and as materials become available, they will be posted here on the project webpage. The flooding class questionnaire is available by clicking here.
