Huron Street Pump Station - Class EA Completed

The City has completed the Municipal Class EA process for the subject project and is now proceeding with the project implementation including detail design, tendering, construction and commissioning. The current project schedule includes tendering in June 2019, construction commencement in the summer and construction completion and commissioning by year end subject to equipment delivery constraints.

Introduction

In the fall of 2018, the City of Sault Ste. Marie initiated a Class Environmental Assessment (Class EA) to study alternatives for upgrading or replacing the Huron Street Sewage Pump Station.  The existing station is located on the west side of Huron Street south of Bay Street and it is approaching the end of its useful service life. Furthermore, redevelopment of the area serviced by the station has been ongoing and is expected to continue in future years which may result in a need for increased station capacity.  Alternatives include upgrading the existing facility or full replacement in the existing location or in a new location.

Proposed Project

Following the development and review of alternatives, a preliminary preferred solution/design has been selected.  The preliminary preferred solution/design consists of a replacing the existing sewage pump station with a new facility to be constructed on the east side of Huron Street on vacant lands currently owned by the City. The proposed location will allow the existing pump station to remain in operation during the construction of the replacement facility.  The station will service an area generally bounded by the CN rail tracks and Bay Street to the north, St. Mary’s River to the south, Fort Creek to the east and the International Bridge to the west.  The wet well will be sized to accommodate the design wastewater flows from this entire area which may take many years to fully develop/redevelop but the pumps will only be sized for the estimated 10 year design flows.  The pumps can be replaced at a future date to provide increased capacity as needed.  Servicing for the proposed replacement station including electricity, sanitary sewers and forcemains will generally be extended from the existing station or Huron Street to the proposed location. Most of the infrastructure will be below grade with an electrical/control panel constructed above grade. The panel will also include provisions for connection of a portable generator during power outages and a gravity emergency overflow sewer will connect the wet well to the local storm sewer system to provide a further contingency in the event of a full system failure.  The design details will be documented in a pre-design report which will be submitted to support regulatory approvals.

This project is being planned as a Schedule B project under the Municipal Class Environmental Assessment Process (Class EA process).  The Class EA process includes identification of problems and opportunities, evaluation of alternative solutions and designs, stakeholder consultation, assessment of potential effects on the environment and identification of reasonable measures to mitigate any adverse effects.

Public and external agency consultation is a key component of this Study.  Interested persons should provide written comment to the Municipality or the Consultant via email or hardcopy at either of the addresses noted below by May 17, 2019.

If concerns arise regarding this project, which cannot be resolved in discussion with the municipality, a person or party may request that the Minister of Environment, Conservation and Parks make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. Requests must be received by the Minister at the address below within 30 calendar days of this Notice. A copy of the request must also be sent to Catherine Taddo at the address noted above. If there are no requests received by May 17, 2019, the project may proceed to design and construction as presented in the planning documentation.
